Preparing a Five-Year Strategic Plan for Sirisia National Government Constituency Development Fund

Between October and December 2018, Trendz & Future Ventures was engaged by the Sirisia National Government Constituency Development Fund (NG-CDF) to prepare a comprehensive five-year Strategic Plan (2018–2022), giving the constituency a clear, structured roadmap for prioritizing and allocating development resources.

About Sirisia NG-CDF and the Need for a Strategic Plan

The National Government Constituency Development Fund (NG-CDF) is a devolved public fund that supports locally-driven development projects across Kenya’s 290 constituencies, channeling resources toward education, health, water, security, and infrastructure.

Sirisia NG-CDF needed a structured five-year Strategic Plan to guide how these funds would be allocated across the constituency’s priority development areas. Without a clear plan, resources risked being spread thin across competing projects rather than directed toward the initiatives that would create the greatest impact for residents.

The Fund’s committee engaged Trendz & Future Ventures to lead the strategic planning process — from stakeholder consultation through to a finalized, actionable five-year plan.

Our Approach to the Strategic Planning Process

A credible Strategic Plan has to be grounded in the constituency’s actual needs, not assumptions made from outside. Over the course of the engagement, our team worked closely with the Sirisia NG-CDF Committee to build a plan rooted in genuine local priorities.

This began with a review of the constituency’s development history and a situational analysis of its socio-economic conditions, covering education, health, water access, infrastructure, and security. We then engaged directly with local stakeholders, including the NG-CDF Committee, area administrators, and community representatives, to validate priorities and surface needs that might otherwise have been missed.

The result was a five-year Strategic Plan (2018–2022) that set out clear priority areas, allocation guidelines, and an implementation framework the Committee could use to guide CDF spending decisions consistently over the plan period.

The Strategic Plan set out clear priority areas to guide CDF allocation decisions over the five-year period:

Education – Bursary support, school infrastructure, and initiatives for vulnerable learners.
Health & Water – Improved access to health facilities and clean water within the constituency.
Infrastructure – Investment in roads, public facilities, and community infrastructure.
Security & Administration – Strengthening local security infrastructure and administrative capacity.
